Hello all!

With the new film incentives packaged being passed in Wisconsin, I was hoping to help out any incoming productions take advantage.

My name is Ryan Brooks and I’ve been here for the past 27 years and been working in the film and video field the past 16 years as a full time freelancer. I’ve worked with hundreds of crew members all over the state and have a boatload of contacts with lots of experience. New film incentives and a dedicated film office have recently been established in Wisconsin through the 2025-2027 biennial state budget.

Here's a breakdown of the new incentives:

Tax Credits: Wisconsin is offering a 30% transferable tax credit for film and television productions that film in the state. This applies to expenses incurred within Wisconsin, up to $250,000 per project. Productions must also meet certain budget minimums ($100,000 for features, $50,000 for shorter projects), according to The Hollywood Reporter.

State Film Office: A new state film office has been established within the Wisconsin Department of Tourism. This office will serve as a central hub for attracting production companies and facilitating filming in the state.

Funding: The state budget allocates $5 million annually to the film tax credit program.

Impact: These incentives aim to attract more film and television productions to Wisconsin, boost the state's economy, create jobs, and showcase Wisconsin's diverse locations. They are also seen as a way to encourage Wisconsin filmmakers to tell their stories in their home state.

I did a film budget for a Wisconsin filmmaker and I had to make the budget for West Virginia since Wisconsin didn't have an incentive. WV offers 31% but shooting homebase does have its perks. Might reconsider.

Ryan Brooks While the incentive isn’t enormous, it could be attractive to a producer working on a shoestring budget. A qualifying Wisconsin spend of roughly $833,334 would secure the maximum $250,000 credit allowed per project — and having someone effectively cover a quarter-million dollars of your tax bill is nothing to scoff at.

Ryan Brooks While some of my scripts can have production budget in the $30-50 million range or more, I might have a few scripts with a production budget in the $1 to $1.5 million range which would technically qualify for that credit. You work for the state of Wisconsin by the way? It seems several states sort of have similar programs which sort of makes sense.

Kenneth George sorry for the late reply. I don't work for the state. I'm just a freelancer hoping to try to get more productions to come here. I know if these incentives don't get used and it doesn't show more money infused into the state, the incentives will go away. It was a big process to get them here and I would hate to see them leave.

Ryan Brooks It’s basic economics that people respond to incentives. I wouldn’t be overly concerned about the funds being used — most states already offer some form of incentive, and for good reason. If a project has a $30 million budget, that money will be spent somewhere; the incentive simply increases the odds that it’s spent in your state. Once spent locally, that $30 million ripples through the economy, boosting other sectors and creating a significant overall impact.
