Amazon Prime doesn't do much short films anymore, they used to but their model changed and now you need to use a sales agent, distributor or an aggregator to submit. You can still try using the Amazon Prime Video Direct but they don't approve it as easy as it used to be.
For short films, you can look into using filmhub.com for vod distribution. (it's a diy system).
