Dan, I definitely think that must be at least part of the puzzle. As an actor myself, though, I will say that it's a special thing when you get a script in your hands and the dialogue already sings on the page. In those circumstances, it's like you don't even need to think, you already know what to do with it (which is just let the words do their job and speak for themselves).
That being said, with the right actors, you can still certainly have a great SCENE even if the dialogue isn't Shakespeare (/Tarantino/Charlie Kaufman/etc). The words will still sing if the actors are just present and living truthfully as possible.
