Yes, there are loads in the UK. I'm speaking at Crime Fest next month in Bristol but either are tons of multi genre local and National ones too and the atmosphere is great! I've seen there is a big one in LA too?
Also, each lit agent will have an exact set of submission guidelines you need to follow, so you will roughly need: A query letter, the synopsis and the first chapter or first three chapters of your book depending of what is requested.
There are some in the UK - though it can be difficult if you're self-published to get noticed or even get invited/display/get a slot at some festivals. The Hay festival wouldn't let me attend as a guest writer because they said that Omonolidee (a series of travelogues) didn't match their remit/theme for the festival which was... Travelling. Go figure. (I've since been told that the organisers of The Hay festival are a bit up their own arses and only like celebrities attending.)
There are many book festivals, but unless you're with a distributor or larger publisher, perhaps what you're looking for (or would be more helpful) might be a writer's conference?

One of the biggest in the US, the Los Angeles Times Festival of Books, happened last weekend. There are many here in the US, all around the country.
