I talk to a few people in Austin from time to time and define below the line talent is that what it sounds like?
Below the line refers to the technical crew that is listed in the budget for a film or TV episode below the first thick black line that separates the "creative types" from the crew. Usually, Actors, Producers, Directors, DP's, and Writers (and their salaries) are listed first in the budget breakdown on the first page and are listed "above the line" that is drawn on traditional budgets. There is nothing derogatory intended.
By the way, I am familiar with Odessa and the Permian Basin. My wife and I drove back to Texas this past December to see family. I battled cancer last year, and I wanted folks to see that I wasn't dead yet. Anyway, we stayed at the Motel 6 in Odessa on the way there, and we got iced in for two days in Van Horn on our way back West. Best thing about the ice storm is we discovered a great little restaurant called Papa's Pantry Cafe. Damn good food, lots of it, and dirt cheap. The coffee ain't bad, either. If you're ever out in Van Horn, it's a great place to grab a bite!
