Hard to answer, but the question reminds me of a recent book called The Idea by Erik Bork. It offers advice on choosing which ideas to run with. Might be worth reading if you're feeling truly stuck.
you could enter screenplay contests. Some of them even offer notes and it'll give you a gauge on how well your writing is compared to others (take this with a grain of salt. enjoyment of a story is subjective). If your writing is good enough agents and managers will be seeking you out.
Stories and plots are mostly useless except for the writer's own workflow.
If you haven't done so already, write a finished screenplay and test the waters with query letters, contests, and most importantly, networking at writer conferences and film festivals.
In truth, there are only two steps to doing this type of work:
1. Make something great.
2. Show it to the right people.
If it's still not working that means there's a deficiency in one (or both). Either the screenplay isn't great, or you're showing it to the wrong people.
You'll find the right people through networking at key events, building relationships, and establishing a level of trust and competence with those people.
That helps the world through dull moments... Here is an example - I film BTS & make social media commercials - This is how I leveraged my brand into this moment... So when I show this video - Guess how they feel... It's a commercial for the one & only Richard Tyson & actor Ben Muñoz on the set of ESFIlms.org - This was filmed late & for fun to help stay awake BUT it's viral in nature & is funny... No one can dispute this moment you either love it or hate it ... This style can leverage my story telling into any studio or anyone's eyes... Leverage your moments into getting attention... I've not really tried to do this yet as I've got too many projects going on... (This video makes me laugh every time) https://www.youtube.com/watch?v=-w3W-_oezUo&t=63s

The problem isn’t I’m stuck. I’ve been coming up with stories since I was little. I have several stories and plots. The issue is finding someone.

Network! Get to know people in the business. It might sound hard but its really not. Set up a few meetings so they get to know you.
